National Institute of Public Academics

The National Institute of Public Academics (NIPA) is the primary United States of Quentin federal institution for the general education of the public, including numerous federal public library systems and the Federal University of Mechanicsburg. The NIPA was founded in 1942 as a federal bureau of the Department of Education, which was itself created just 8 years prior, to better organize and operate the existing public libraries and federal insitutions of learning already in existence, and create new ones.

In 1942, President of the USQ Ali Shamji, with Quentinian Executive Order 517, created the NIPA as a bureau of the DOE, and stated its purpose to be the management and expansion of public library systems and the Federal University. The NIPA gained its first budget in 1944, after Shamji successfully negotiated a compromise with Congress
