Peter Saalasilla Orotro was a former dictator of Xevenia from 1923 to 1924. Born in 1884, in the Xevenian city of Lordsaxen, Peter grew up in poverty, and never had very much money. His parents, Tellaanis Orotro and Moalaar Orotro worked in the lumber industry, but were lowly cutters of the wood. Growing up Peter was a timid child, and often was bullied by other kids. As he grew into his teenage years, however, he grew larger and eventually became able to stand up for himself.

In 1905, he got his first job at the lumber mill where his parents worked, but disliked it, and moved to the much further advanced country of Gallanathia, and received an education in the new country. Peter wondered and was amazed by what he saw in Wanasmashi, and began studying warfare with a determination to propel his homeland into modernity. In 1919, he returned home, and tried gathering a group of citizens to take over unclaimed lands to the northwest. However, not many would leave their stable jobs at the lumber mills to risk an expedition in a far away land.

However Orotro's chance came in 1921, when settlers from The United States of Quentin arrived in Xevenia, claiming land and founding two cities, Jeffersontown and Long Beach. Peter saw this as his opportunity to gain soldiers, as he now had a clear and tangible purpose in assembling an army. By 1923 the two cities were claimed as a territory of the USQ, and Peter had gathered an army with thousands of loyal Xevenians. Orotro was their leader, and supported by the village chieftains became a dictator of the country. His army tried to attack Long Beach, and then Jeffersontown, but failed each time against the advanced Quentinian army.

As Orotro tried to find a weakness in the Quentinian forces, a group of the chieftains that had supported him went behind his back and made a deal with the Quentinians, called The Xevenian-Quentinian Sovereignty Agreement, that, among other things, demanded Orotro be deposed. His once loyal army was told by the chieftains late one night, and obeying them, the soldiers carried him out of his quarters, shot him amidst cheers and celebrations, and threw him over the side of a cliff, where he died at the age of 39.
