Royal Concessional Document of 1991

The Royal Concessional Document of 1991 (known officially as Royal Declaration #33 of Bymaria) is an official document of the Royal Auxilium, the legislature of Bymaria, passed in 1991. The document gives extended powers to the King of Bymaria, including the reinstatement of the King's Courts of Judgement, the creation of the Anti-Socialist Department, the ability for the King to make all treaties and foreign agreements, and extended authority over the Principalities of Bymaria. The document was approved by the Royal Auxilium during a people's session of the Auxilium, meaning without the representation of the monarchy present, by a vote of 212-52, with 6 abstentions.

Viewed largely as an attempt to put the economy of the nation into more decisive hands, after several recessions in the past decades had left the economy crippled, the document's concessions to the King were mostly powers the King had had prior to the Bymarian Charter of Government. These include the Courts of Judgement, the highest courts in the nation and under the direct power of the King, the power to make all treaties and foreign agreements, and authority over the principalities, which was complete authority until the Charter. The Anti-Socialist Department was established, under the direct power of the King, to, "repair the economy with decisive Royal action, and put reasonable restraints on the influence of numerous damaging ideals and villains." The de facto powers of the department today include censoring and jailing numerous anti-government groups, whether these be economic or political, regulating the economy, and informing the Auxilium of opposition attempts to infiltrate the nation. Notable uses of this last power include the ratification process of the Venturian Climate Change Agreement and the attempted ministerial candidacy of Juliano Rennas during the 2017 Bymarian Royal Auxilium Elections, the former of which resulted in a removal of 12 representatives from the Auxilium, and the latter of which resulted in the attempted arrest of Mr. Rennas.

Internally the document has been viewed by many as the solution to the nation's economy, which has significantly improved to third since the document. Some protests and opposition have occurred in the nation, mainly in the Northern Bymarian Principality and the Central Flat Bymarian Principality. Internationally the document has garnered significant opposition and criticism, with several denouncements of the document at the Venturian Union, international intervention in the Juliano Rennas case, and a partial ban by the Asperian Trade and Defense Organization on trade to the nation.
